Since 2023, he has served as Prefect of the Discastery of Bishops and president of the Pontifical Commission for Latin America.

He was born in Chicago on September 14, 1955, and is a Peruvian-American.

He was the prior general of the Order of Saint Augustine from 2001 to 2013.
